"India's semiconductor ambitions will ultimately be realised not only through large manufacturing investments, but also through a thriving ecosystem of startups building intellectual property, equipment, materials and next-generation technologies. As ISM 2.0 enters its implementation phase, sustained dialogue between government, startups and investors will be essential to ensure that policy translates into globally competitive businesses.” - Shweta Rajpal Kohli, President & CEO - Startup Policy Forum

August 2026 : In a major push to consolidate India's position on the global technology map, the Startup Policy Forum (SPF) has launched The Semicon Consortium. This permanent industry alliance unites homegrown semiconductor startups, venture capital investors, and global tech giants to build a resilient, forward-looking domestic chip ecosystem.

The announcement came during Semicon Baatcheet, a high-level roundtable chaired by S. Krishnan, Secretary, Ministry of Electronics and Information Technology (MeitY). The gathering followed the Union Cabinet’s approval of the India Semiconductor Mission (ISM) 2.0 - backed by a massive ₹1,27,500 crore outlay, a 68% jump over ISM 1.0.

Key industry participants included startups like Agnit Semiconductors and Incore Semiconductors, venture funds like Bessemer Venture Partners and Speciale Invest, and global giants including Intel, AMD, and Ericsson. Discussions focused on critical priorities for ISM 2.0, such as faster deployment of patient capital, government co-investment models, talent pipeline expansion, and streamlined operational guidelines. The event also marked the launch of the “India's Semiconductor Startup Landscape 2026” report.

Highlighting the need for collaborative execution, Shri S. Krishnan, Secretary, MeitY, stated: "India's semiconductor journey requires strong partnerships between government, industry, startups, academia and investors. As we implement ISM 2.0, our objective is to build an ecosystem that rewards innovation, accelerates commercialisation and creates globally competitive semiconductor capabilities. Structured industry engagement such as today's discussion plays an important role in ensuring that policy design remains grounded in practical realities."

Echoing this vision, Shweta Rajpal Kohli, President & CEO, Startup Policy Forum, added: "India's semiconductor ambitions will ultimately be realised not only through large manufacturing investments, but also through a thriving ecosystem of startups building intellectual property, equipment, materials and next-generation technologies. As ISM 2.0 enters its implementation phase, sustained dialogue between government, startups and investors will be essential to ensure that policy translates into globally competitive businesses. Through our Centre for Deep Tech Policy Research, we are institutionalising this engagement by launching a dedicated The Semicon Consortium that will continue to support evidence-based policymaking for the sector."
